City to Implement City Safety Enhancement Zone, Triple Fine Penalties
Halloween Weekend through Nov 3
SANTA CRUZ, CA — The Santa Cruz Police Department has designated a Safety Enhancement Zone for the entire city of Santa Cruz for Halloween 2025. The Safety Enhancement Zone begins on Friday, October 31st at 8:00 AM and runs through Monday, November 3rd at 8:00 AM.
The Safety Enhancement Zone aims to prevent significant illegal behavior throughout the city during the Halloween holiday. The Safety Enhancement Zone designation authorizes the tripling of fees for violations of the City’s municipal code, such as littering, blocking pedestrian or vehicular traffic, and public alcohol consumption.
In addition to the Triple Fines, the Safety Enhancement Zone will also dictate road closures and No Parking zones in the Downtown footprint beginning Friday, Oct 31, at 12 p.m. and running until approximately 6 a.m. on Saturday, Nov 1.
The police department will utilize over 100 uniformed police officers from the Santa Cruz Police Department and neighboring agencies to staff the event.
Annually, Halloween draws large crowds downtown during the evening and late night. In addition to the additional officers, there will be increased lighting and portable restrooms throughout the downtown corridor.
