On June 28, 2024, a formal application was submitted for the following:
Planned Development Permit, Coastal Permit, Design Permit, Density Bonus Request, and Heritage Tree Removal Permit for proposed construction of a new, four-story, approx. 117,900 sq. ft. multifamily educator workforce housing project including 100 residential units, approx. 127 parking spaces, new landscaping, and associated site improvements, on a site located in the PF (Public Facilities) zone district.
An Initial Study has been initiated to determine the potential environmental impacts related to the proposed project pursuant to the California Environmental Quality Act (CEQA).

Community Meetings / Webinars
A community meeting is required pursuant to the City's Community Outreach Policy for Planning Projects, and the feedback provided may contribute to alterations in the project design and additional project entitlements. Meeting information will show here once available.
On May 6, 2024, a virtual community meeting was held by the applicant to present the proposed mixed-use project and gather public feedback. For those who could not attend, below you will find the link to the recorded community meeting.
Public Hearings
On February 6, 2025, the Planning Commission recommended to the City Council approval of the project, including modifications and additions to the conditions of approval. Find a recording of the February 6, 2025 Planning Commission hearing, including the staff report and associated documents.

Current and Upcoming Public Review Period
Pursuant to the requirements of the California Environmental Quality Act (CEQA), an Initial Study of Environmental Significance (Initial Study; IS) has been prepared to disclose and assess environmental impacts potentially generated by the proposed project.
The Initial Study has determined that a Mitigated Negative Declaration (MND) is the appropriate document to address the environmental impacts potentially generated by the proposed project; as such, an MND has been prepared.
The Notice of Intent to Adopt a Mitigated Negative Declaration (NOI) announces that a Mitigated Negative Declaration has been prepared and is available for public review. The public review period for the MND is December 17, 2024 until January 15, 2025.

A hard copy of the Initial Study and Mitigated Negative Declaration will be available at the Planning Public Counter Monday through Thursday, 7:30 A.M. - 11:30 A.M. Additionally, a hardcopy is available to view at the Downtown branch of the Santa Cruz Public Library.
